Lyon County Board of County Commissioners Meeting Summary ― August 7, 2025
Yerington, Nevada – The Lyon County Board of County Commissioners (BOCC) met on Thursday, August 7, 2025 to hear presentations and take action on several significant agenda items. Highlights from the meeting include:
The Board heard a presentation from Assemblyman Ken Gray summarizing the 83rd Session of the Nevada Legislature. Assemblyman Gray thanked the Board and community for his support as he steps down from his seat as the Assembly District 39 representative to accept an appointment as a Senior Advisor in the National Cemetery Administration under the U.S. Department of Veterans Affairs.
Awards and Recognitions
Commissioners recognized Lyon County Human Services Case Manager for Children's Services
Misty Crank for her outstanding efforts in the organizing and execution of events for Child Abuse Prevention Month.
Planning Items
- Microsoft Corporation – Approved the request from Microsoft Corporation for a Master Plan Amendment to amend the Master Plan designation from Employment to Commercial on approximately 21 acres of a 243.59-acre parcel in Silver Springs located north of US Highway 50 (APN 015-141-13); PLZ-2025026. In addition, Commissioners approved the request from Microsoft for a Zoning Map Amendment to amend the Zoning designation from SI (Service Industrial) to NC (Neighborhood Commercial) on approximately 21 acres of a 243.59-acre parcel in Silver Springs located north of US Highway 50 (APN 015-141-13); PLZ-2025-027.
- Monarch Data Center – The Board voted to table a request from Copia Power Devco, LLC for a Master Plan amendment from Agriculture to Specific Plan for the Monarch Data Center consisting of 4.6 million sq. ft. of data centers over 14 separate buildings and to include battery energy storage systems, a potential natural gas backup system, an electrical substation, high voltage power lines and other accessory uses over two parcels totaling approximately 505 acres in Mason Valley, east of US Highway 95A and accessed by Penrose Lane (APNs 014-201-07 and 014-201-30); PLZ-2025-025. Tabling the item will allow the applicant additional time to study access and traffic management from Sierra Way and other possible alternatives and bring it back to the Board of County Commissioners for review and possible approval.
Other Board Actions
- Yerington Court Facilities Interlocal Agreement - Approve an Interlocal Agreement with the City of Yerington and Lyon County for the City of Yerington to conduct Yerington Municipal Court's court proceedings in the Walker River Justice Court Courtroom beginning September 2025.
- Carson River Floodplain Management Plan – Approved to adopt the 2025 Carson River Floodplain Management Plan as a planning-level document to guide floodplain management, watershed coordination, and regional implementation efforts within the Carson River Watershed.
- Donations for a Replacement Sheriff’s Office K-9 Vehicle – Commissioners accepted donations totaling $57,177.25 to purchase a replacement K-9 vehicle for the Sheriff's Office. The donors are: Circle Bar N Ranch LLC - $5,000; Desert Engineering, Inc. - $5,000; Peri & Sons Farms Inc - $37,177.25; Western Nevada Supply Co. - $5,000; and an additional donor wishing to remain anonymous - $5,000. Sheriff Brad Pope and Commissioners thanked the generous donors.
- 911 Surcharge Master Plan – Approved a five-year masterplan for the enhancement or improvement of the telephone system for reporting emergencies in Lyon County and to oversee any money allocated for that purpose.
- Purchase of Election Equipment – Approved the Clerk/Treasurer to purchase election equipment and necessary supplies and fixtures in the amount of $116,665.50 required to meet new guidance as described in the President's Executive order signed March 25, 2025, titled Preserving and Protecting the Integrity of American Elections and enforced by the Nevada Secretary of State. The request will be funded from a budget transfer from General Fund contingency.
- Rolling A Wastewater Treatment Plant Phase 4 Expansion – Approved Change Order No. 1, for the Rolling A Wastewater Treatment Plant Phase 4 Expansion Project with Resource Development Company (RDC), to extend the contract duration by 152 days due to material supply delays and evaluation of some process conditions during construction.
- District Attorney’s Office Case Management System - Approve a Case Management System Agreement with Pine Technologies for the District Attorney's Office to be funded from the approved FY26 budget.
- Citizen Advisory Boards – Commissioners reviewed and approved proposed changes to the Citizen Advisory Board Handbook and Citizen Advisory Board Bylaws. Changes to the handbook and bylaws are available in the agenda backup materials.
